Examines—from the perspective of transaction costs—factors that constrain access to land for the rural poor and other socially excluded groups in India. They find that: Land reform has reduced large landholdings since the 1950s. Medium-size farms have gained most. Formidable obstacles still prevent the poor from gaining access to land. The complexity of land revenue administration in Orissa is partly the legacy of distinctly different systems, which produced more or less complete and accurate land records.

The Kol tribals of Chitrakoot district live a life of abject poverty, exploitation and almost complete subjugation to the feudal landowners, locally known as Dadus. A local civil society organisation, the Akhil Bhartiya Samaj Sewa Sansthan (ABSSS) has adopted a multi-pronged approach to simultaneously address three sets of issues which it felt were crucial for improving the lot of the Kols.

Local governance has become increasingly significant as devolution from central and provincial levels is being attempted in India as a result of the enactment of the 73rd and 74th Amendment of the Constitution in 1993. The essence of local self governance is to enable a small community to maintain access and control over their natural and physical resources, to take collective decisions in the common public good and to provide resources in priority developmental actions. Another dimension of local self governance is to demand accountability from people in public positions.

This paper aims to describe the state of theart of both water harvesting (WH) andsupplemental irrigation (SI) techniques in the temperate and sub-tropical dry lands, especiallyin the countries of WANA that are characterized by a Mediterranean-type climate. In addition,three case studies of water harvesting are presented (see annex). These were selected from the case studies presented at the FAO Expert Consultation Cairo (1994). By sharing with us the success and the failure of these endeavors, the authors of the case studies illustrate many of the points that are made in the text.

A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.
