    Successive surveys related to land degradation in India, reveal that despite several announcements and policy changes, the desertification and degradation of land and forest continues to rise. It has posed serious threats to environment, biodiversity, local economy and food security. Globally and nationally, India has been very vocal to address this issue.

    The city of Bangalore came up with a draft structural plan 2031 to accommodate the emerging challenges of urban growth, congestion and environmental concerns through planning and regulation. In the decade 2000-2010, when the city opened itself to the booming IT industry, its developmental response to the pressures of growth has been through policy measures like airport relocation, introduction of metro rail, satellite township development, traffic improvement projects and revenue layout development.

    Land transformation has been at the centre of the economic growth of post-colonial Asia. In the 1990s, many Asian countries embraced economic liberalization and speculative business interests in land began to replace the state’s control of land for developmental purposes. The growing demand for land by corporations and private investors has fuelled several regional land rush waves in Asia, bringing them directly in conflict with communities that require these lands for their occupations and survival.

The brief find that India’s current system of financial and environmental regulation is jeopardizing India’s financial system for entirely different reasons to those often argued. And the planned “reforms” of this system will exacerbate these growing threats.

    The Hill Area Development Program (HADP) has been introduced by the Government of India to initiate socio economic development in the hill areas of India since the inception of the Fifth Five Year Plan. The main objective of this program is to ensure „sustainable‟ development of hill areas, keeping in view the basic needs of the hill people and generating ample livelihood options for the local community. With the progress of the Five Year plans, the focus has been shifting to preservation of biodiversity and rejuvenation of hill ecology.
