Secondary forests form a major component of the forest types in the Central Himalayan region and in the north eastern hills of India. Deforestation in these areas is largely due to external pressures of timber extraction for industrial use. When large scale deforestation from outside the region is superimposed upon the demands of the local communities for food, fodder and fuelwood, the previously balanced use of forest resources, including the management of swidden fallow secondary forests, becomes impaired.

This paper analyses the underlying causes of secondary forest formation and recovery in India, particularly the Western Ghats region of south India, from precolonial times to the present. In the pre colonial period, hunter gatherers, shifting cultivators and settled cultivators were the dominant users of forest land, with some limited timber felling by local chieftains and kings. There was limited secondary forest formation following extractive activities by the communities and the State.

Participatory research and the social learning it supports are increasingly being used to improve forest management. Yet, the participation of women and other marginalized groups is often limited in these processes. This is a serious shortcoming, not only due to concerns for gender and social equity, but also because socially excluded, forest-dependent groups hold specific ecological knowledge, skills and interests that influence prospects for sustainable forest management.

With around half of its land area still forested, Meghalaya – one of the eight states of Northeastern India - has high potential for the development of forest-based enterprises. There are, however, various constraints to the development of forest-based enterprises as demonstrated by the noticeable underdevelopment of industries in the state and the dearth of information regarding the status of existing forest-based industries - an important element to guiding targeted interventions.

The manual is written primarily for researchers, people or groups interested in evaluating C&I for assessments of forests in new areas, or as a reference for readers wanting to know how CIFOR's Generic Template was produced. The methods presented are aimed at the development of sets of C&I for natural forest at the forest management unit level, especially in the tropics.
