    Building on a very successful previous strategic phase, the new RECOFTC Strategic Plan (2013-2018) has an increased focus on clearer strategic outcomes in RECOFTC’s four thematic areas: Securing Community Forestry; Enhancing Livelihoods and Markets; People, Forests and Climate Change; and Transforming Forest Conflicts. Within these thematic areas, we explore emerging issues, including landscape approaches, food security, water security, and biomass energy security.

    Since 2009, RECOFTC has been implementing a regional project on Grassroots Capacity Building for REDD+, through the support of Norad, with the aim of promoting the effective engagement of diverse grassroots stakeholders in the climate change and REDD+ dialogues in Asia-Pacific region.

    The Third Regional Forum for People and Forests was organized by RECOFTC – The Center for People and Forests in collaboration with the Royal Forest Department, the Asia-Pacific Network for Sustainable Forest Management and Rehabilitation (APFNet), the ASEAN Social Forestry Network (ASFN), and the Japan International Cooperation Agency (JICA), along with support from Norwegian Agency for Development Cooperation (Norad), Swiss Agency for Development Cooperation (SDC) and Swedish International Development Cooperation Agency (Sida).

    This is the summary report of the forum.

    The rubber tree is native to the humid tropics and has traditionally been cropped in the equatorial zone between 108Nand 108S; in mainland Southeast Asia this includes portions of southern Thailand, southeastern Vietnam, and southern Myanmar. In the early 1950s, the Chinese government began to invest in growing rubber in environments perceived to be ecologically marginal and eventually established state rubber plantations in areas that lie as far north as 228 north latitude.

    Since the early 1960s, notwithstanding dire predictions of agricultural theorists and colonial observers, agricultural growth has been strong among most Southeast Asian countries. More recently, this expansion has reached the maritime domain, with the rapid development of aquatic production through sea-based aquaculture among others. In recent territorial expansion and increase in yields for export crops has been faster than for food crops.

    The series of studies discussed in this overview pull together updated information about large-scale land acquisitions in the region, with the aim of identifying trends, common threats, divergences and possible solutions. As well as summarising trends in investment, trade, crop development and land tenure arrangements, the studies focus on the land tenure and human rights challenges.

    Analysis of KHRG's field information gathered between January 2011 and November 2012 in seven geographic research areas in eastern Myanmar indicates that natural resource extraction and development projects undertaken or facilitated by civil and military State authorities, armed ethnic groups and private investors resulted in land confiscation and forced displacement, and were implemented without consulting, compensating or notifying project-affected communities.
