In the last 20 years HIV/AIDS has progressed from seemingly isolated small epidemics to a more generalized epidemic. In countries hard hit by the epidemic, HIV/AIDS continues to contribute to the problems faced by youth. A serious consequence of the AIDS epidemic is the growing number of AIDS orphans. In 2003 there were a total of 43 million orphans in Sub-Saharan Africa, of whom 12.3 million were orphaned by AIDS.

Undernutrition of children 0-60 months old in Mozambique is much higher in rural than in urban areas. Food security is about the same, although substantial regional differences exist. Given these outcomes, we hypothesized that the determinants of food security and nutritional status in rural and urban areas of Mozambique would differ as well. Yet we find that the determinants of food insecurity and malnutrition, and the magnitudes of their effects, are very nearly the same.

The fight against poverty remains the key development goal of the Government of Mozambique (GoM). Success in the transformation of the agriculture sector is considered a necessary condition for meeting the goal because agriculture and poverty are closely related. About 80% of the population heavily depends on agriculture as their primary source of livelihood, and about 73% lives in rural areas. Currently, the level of agricultural productivity is low compared to that in other developing countries, including southern African countries.

Although it is widely recognized that land tenure security is an integral part of agricultural intensification, there is no single clearly defined and universally applicable property rights regime to achieve this end. Countries that strive for economic development and food security through agricultural intensification need to utilize land governance strategies and policies that fit their context.

This report presents an analysis of the structural determinants of living standards and poverty in Mozambique, which is based on nationally-representative data from the first national household living standards survey since the end of the civil war: Poverty in Mozambique is predominantly a rural phenomenon and is pervasive, with over two-thirds of the population falling below the poverty line. The degree of regional variation of poverty within the country is striking.

We preliminarily find that providing sustainable land management (SLM) training to standard contact farmers and having them maintain demonstration plots within the community on a whole had low impact on the knowledge and adoption of SLM practices. However, the aspect of our intervention that targeted a traditionally disadvantaged group as far as their access to extension services, women, was somewhat successful in terms of improving their SLM knowledge and adoption rates. Having a female contact farmer increased the number of SLM techniques adopted by women by 10 percent.
