    Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994.     Describes (1) the processes of privatization of land management in selected transition countries and (2) the post-privatization changes in land administration institutions which are being crafted to establish land markets. It begins with the proposition that there are similar land market institutional problems which most "transition" countries are facing, due largely to common experiences in creating command economies during the past 50-80 years and the almost simultaneous decisions of these countries to move toward market political economies in the late 1980s and early 1990s.

    Tirana, Albania's capital city, grew rapidly in size and population following 1991 governmental reforms. Before the 1990s, Tirana was a compact city of 225,000 inhabitants. Most properties were state owned. Privatization of land and buildings opened the city to rapid development, heavy traffic, and booming construction of shops, houses, and squatter settlements. Tirana's metropolitan population grew to more than 600,000; city size increased fivefold.
