    This publication offers a fresh look at the theory and practice of modern water rights, from a comparative law angle. It sheds light on a number of key features of such rights, and contrasts these to traditional forms and kinds of water rights.     Today, many rural poor Filipinos are using state law to try to claim land rights. In spite of the availability of a much stronger set of legal resources than ever before, claiming legal land rights remains difficult. Some argue these difficulties are a reason to turn away from state-led land reform and toward a market-assisted land reform (MALR) model.

    This report highlights the potentially significant impacts on the hydrologic cycle and the importance of considering secondary effects, particularly with regard to water, resulting from the widespread adoption of global climate change mitigation measures. It is recommended that the implicit hydrologic dimensions of climate change mitigation should be more formally articulated within the international environmental conventions, and recognized within future UNFCCC negotiations on the CDM-AR provisions.

    Food systems are being transformed at an unprecedented rate as a result of global economic and social change. Urbanization, foreign direct investment in markets of developing countries and increasing incomes are prime facilitators for the observed changes, while social changes, such as the increased number of women in the workforce and rural to urban migration, provide added stimulus.
