While increasing attention has been paid to Chinese attempts to secure natural resources overseas, the case of Burma has often been overlooked. This background provides a summary of the operations of Chinese multinational corporations (MNCs) in Burma in the hydro, oil & gas, and mining sectors. The research finds that more than 26 Chinese multinational corporations (MNCs) are involved in more than 62 hydropower, oil & gas, and mining projects in Burma. Most of the large rice irrigation systems in Southeast Asia have been designed for rice irrigation under a supply-driven mode. Despite their huge contribution to agricultural production, there is a general consensus that these large rice irrigation systems have not lived up to expectations because of a legacy of poor institutional arrangements and system design, degraded infrastructure, poor management and stagnation in the face of rapid transformations of agriculture and pressures on their water supply.

Several decades ago, the efforts of public administrations were concentrated on developing fisheries and aquaculture and ensuring growth in production and consumption. Then, in the 1980s, as many resources became fully or overexploited, the attention of policy-makers began to focus instead on fisheries management, in addition to development of aquaculture. Aquaculture continues to expand, while marine capture fisheries – when summed together worldwide – seem to have reached a ceiling.

Laos depends heavily on rice based agriculture systems and there is evidence that the traditional diversified diet and income base is being eroded, resulting in a negative effect on the livelihoods of the people. The opportunity to gather food in forests is diminishing and dietary diversity is being narrowed.
