Taking Huang-Huai Plain as an example, evaluation index system is established from four aspects, including the resources condition, the social and economic condition, the agricultural science and technology condition, and the disaster resistant and sustainable production condition. Correlation coefficient method and expert consultation method are used to determine the weight of evaluation index.

Violent conflict affects three quarters of Asia’s forests and tens of millions of people. In Cambodia, for example, nearly half of the 236 land conflicts recorded in 2009 escalated to violence. Because forest conflict is such a major issue in the region, we need a better understanding of the underlying causes, impacts, and management solutions. This issues paper sheds light on these topics, drawing lessons from eight new case studies.

Based on the climatic data and other statistics of climatic data of 54 meteorological stations from 1956 to 2005 in Liangning Province, the annual and seasonal light, heat and water and the like major elements of climatic resources are diagnosed and analyzed by using the method of linear climate trend rate. The results show that warming trend is 0.25℃/10a , the precipitation decrease gradually by 2.2mm/a and the decreasing trend of solar radiation and hours of sunshine is not dramatic.
Some places in Henan Province are investigated by using sample surveys and interviews. Result shows that land circulation in less developed agricultural area of Henan Province has the characteristics of small scale, single form， short period, and circulation land in economic core region.
Based on the judicial explanation of the contractual management right of land, the thesis elaborates the definition of main body of contractual management right of rural land; right of possession, use right, usufruct of contractual management right of land; autonomy of production and operation; disposition of the products; expropriation and occupation compensation authority of contractual land respectively, in order to demonstrate the connotation of land contractual management.
The paper describes the land use situation in the project area from two aspects. Firstly, natural situation (landscape, temperature, soil hydrology, natural disaster); secondly, land use situation (land use structure, project construction scale, land area of different vegetation classes).
The grey forecast and the sustainable use evaluation are conducted on the data of farmland resources from 2010 to 2020 in Pingingshan City by using the area of farmland land from 1999 to 2010 and by applying the gray forecast and land pressure system. The results show that from 2010 to 2020 the quantity of farmland resources maintains balance; the minimum per capita farmland in Pingdinshan stays around the lower limit of per capita amount of farmland in China; the pressure of farmland is rather huge and the farmland protection is not so optimistic.
In order to objectively and reasonably evaluate the actual and potential value of cultivated land, both social and ecological values are introduced into the classification and grading index system of cultivated land based on the viewpoint of sustainable development, after considering the natural and economic values of cultivated land. Index system construction of the sustainable utilization of cultivated land should follow the principles of economic viability, social acceptability, and ecological protection.
