Recent increases in the level of agricultural commodity prices and the resulting demand for land has been accompanied by a rising interest in acquiring agricultural land by investors. This paper studies the determinants of foreign land acquisition for large-scale agriculture.

IN response to an on-line survey, 76 project leaders and staff gave CPWF Phase 1 a

generally favorable review. Respondents came from 68 CPWF projects in 45 countries on

three continents. The survey sought to help learn what went well in Phase 1, what did not

go so well and can be improved in Phase 2.

Nearly three-quarters of respondents felt that they had achieved different research results,

outcomes and impacts as a result of participation in the CPWF than otherwise possible from

The CPWF was designed to be different. Developed in response to a call for change in a previous round of Consultative Group on International Agricultural Research (CGIAR) system

reform, the CPWF was intended to foster cross-CGIAR cooperation and find ways to bring in new partners. Over time the CPWF has successfully broadened the CGIAR’s sources of

innovative research on water and food. Through its broad partnerships, the program conducts research that leads to positive impact on the poor and to policy change. The CPWF does this by

Migration is considered a pathway out of poverty for many rural households in developing countries. National policies can discourage households from exploiting external employment opportunities through the distortion of capital markets. Studies in China show that the presence of state and collectively owned land creates inefficiencies in the labor market. We examine the extent restrictions on land rights impede mobility in Ethiopia, having the lowest urbanization rate in sub-Saharan Africa.

Recent years have witnessed a renewed interest in agricultural investment. In many cases, this new momentum has translated into large-scale acquisitions of farmland in lower- and middle-income countries. Partly as a result of sustained media attention, these acquisitions have triggered lively if polarised debates about “land grabbing”. Less attention has been paid, however, to alternative ways of structuring agricultural investments that do not involve large-scale land acquisitions.

Land administration and cadastral systems are playing a crucial global role in safeguarding the security of access to land and natural resources. Information technology systems have become basic elements of these systems everywhere. Introduction of automation to land administration has improved systems’ efficiency, standardisation and accessibility, which in turn have contributed to responsible land governance. Developing country land administrations are, however, often inefficient and poorly structured.

Boom-and-bust cycles are commonplace in the exploitation history of sea cucumber fisheries but pandemic overfishing to critical levels now threatens the persistence of breeding stocks for future generations of coastal fishers. Resource managers must embrace an ecosystem approach to fisheries, in which biodiversity conservation, ecosystem services and the concerns of stakeholders are taken into account alongside of the productivity of stocks and the economic gains from fishing. This document is an abridged version of FAO Fisheries and Aquaculture Technical Paper No.
