Agriculture, countryside and peasantry have been priority concerns of the Chinese govern- ment, with land and agriculture being the most crucial. With a growing population, less arable land and often relatively low-quality land, Chinese peasant agriculture has been undergoing a form of modernization.While peasants enjoy land-contract rights as a result of the Household Responsibility System (HRS), the state has been promoting transfer of land-use rights in order to promote modern agriculture.

This Regulation aims to protect cultivated land resources and improve the quality thereof. The Regulation consists of 26 articles. The competent agriculture authorities at or above the county level shall be in charge of the protection of arable land, whose main responsibilities are prescribed in article 5. Any unit and individual shall have the obligation to protect the quality of cultivated land. The Regulation further provide for: measures to be taken for supervision and inspection; legal responsibility; etc.

This report explores evidence and insights from five case studies that have made significant recent progress in addressing the challenge of insuring poor smallholder farmers and pastoralists in the developing world. In India, national index insurance programmes have reached over 30 million farmers through a mandatory link with agricultural credit and strong government support. In East Africa (Kenya, Rwanda and Tanzania), the Agriculture and Climate Risk Enterprise (ACRE) has recently scaled to reach nearly 200,000 farmers, bundling index insurance with agricultural credit and farm inputs.
