This guide is about extending the recording or registration of tenure rights to people who currently are not served by systems to record their rights. It provides practical advice on ways to introduce a new system to record tenure rights and for the recording of rights for the first time by the state, a process that is sometimes called first registration.

Mutual priority themes include child and maternal nutrition, land tenure and resilience building – with much of Canada’s recent cooperation with FAO having been in response to emergencies where host governments have prioritized FAO’s recovery projects. Canadian expertise and staffing resources are also an important asset for FAO.

Several decades ago, the efforts of public administrations were concentrated on developing fisheries and aquaculture and ensuring growth in production and consumption. Then, in the 1980s, as many resources became fully or overexploited, the attention of policy-makers began to focus instead on fisheries management, in addition to development of aquaculture. Aquaculture continues to expand, while marine capture fisheries – when summed together worldwide – seem to have reached a ceiling.
