    This paper explores the concept of social sustainability in Ulaanbaatar’s ger districts in relation to access and mobility. Although ger districts are well-established in Mongolian culture as ephemeral encampments with transient residents, contemporary ger districts have become large and permanent residential districts that are now home to an estimated one-third of the country’s population.

    Most countries have considered the adoption of the international standard ISO 19152—Land Administration Domain Model (LADM) mostly for the improvement of their cadastral systems in the context of developing the 3D cadastre. However, the adoption of LADM is yet to be considered in Mongolia. The aim of the study is to create an LADM-based cadastral data model–Country profile for Mongolia, presenting how the standard can be tailored to the cadastral systems based on an understanding of current legal and systematic requirements.

    The urban sprawl process of Ulaanbaatar has changed dramatically due to population growth. Ulaanbaatar city land management master plan defined the settlement zone area suitable for living as 33,698 ha. However, due to unrestricted urban sprawl caused by the exponential growth of the city’s population, the settlement zone area reached 39,235 ha, which exceeds the limit by 5537 ha. In order to tackle this issue, several urban planning concepts were developed to be implemented within Ulaanbaatar city urban planning framework.

    National land information system (NLIS) is an essential part of the Mongolian land reform. NLIS is a web based and centralized system which covers administration of cadastral database all over the country among land departments. Current ongoing NLIS implementation is vital to improve the cadastral system in Mongolia. This study is intended to define existing problems in current Mongolian cadastral system and propose administrative institutional and systematic implementation through NLIS.

    In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.
