    Possession of vast lands is a major representation of wealth in the Philippines - a privilege enjoyed largely by the ruling class since the colonial era. This ownership of huge tracts of land has resulted in numerous political, social, and economic inequalities. This edition of Development Research News addresses these disparities. The authors argue that the cause of failed land reform policies lies in the authorities having ignored the evasion tactics of landowners. These tactics have enabled them to avoid the redistribution of their lands to small farmers.

    New tools for land use analysis including detailed cost-benefit assessments are needed to integrate resource management for enhancing farmers' income and mitigating greenhouse gas (GHG) emissions. The paper comprises an assessment of GHG emissions and economic returns under different mitigation technologies in three rice growing regions in Asia, i.e., Ilocos Norte province (Philippines), Zhejiang province (China) and Haryana state (India).

    Most of the large rice irrigation systems in Southeast Asia have been designed for rice irrigation under a supply-driven mode. Despite their huge contribution to agricultural production, there is a general consensus that these large rice irrigation systems have not lived up to expectations because of a legacy of poor institutional arrangements and system design, degraded infrastructure, poor management and stagnation in the face of rapid transformations of agriculture and pressures on their water supply.
