    The purpose of this Act is to prescribe necessary matters concerning the efficient preservation, use, and development of coasts, thereby contributing to enhancing the preservation of the coastal environment, facilitating the sustainable development of coasts, and creating pleasant and affluent coasts as the basis for people's lives. In particular, the State and local governments shall formulate policies necessary to preserve, use and develop coasts in a sustainable manner.

    South Korea is a highly urbanized and industrialized country. Increased urbanization and greater specialization have led to rising incomes, and changes in food production and consumption patterns. Changes in consumption and increased production specialization have also resulted in changes in trading patterns, with South Korea emerging as a leading importer of agri-food products.South Korea places great importance on self-sufficiency in food staples, and achieving income parity between rural and urban households.

    Throughout the history of the world, the best-orchestrated and publicly cohesive reforestation event occurred in South Korea. One of the best-known causes for such a success was the leadership of the government at that time, in particular the president Park Chung Hee. However, from forestry point of view, it evolved from Songgye, a traditional method of forest management evolved in late Choson Dynasty of Korea in reaction to rapid privatization of national forests by the elite class and government officials.

    The livestock sector is transforming rapidly in response to shifts in the global economy and changing societal expectations. Society expects the livestock sector to provide safe and plentiful food and fibre for growing urban populations, livelihoods for more than a billion poor producers and traders as well as global public goods related to food security, environmental sustainability and animal-borne diseases. However, the rapid pace of change has led to unbalanced growth of the sector.
