    To prevent uncontrolled urban sprawl of rural area and promote desirable development, Korean government established 'Act on Planning and Use of National Territory' in 2003. However, despite improvement of the framework of land use system, urban sprawl and rural environment destruction is aggravating. Unlike Japan, there is no independent plan for managing farmland and forest in Korea. Local governments' land use plan also excessively focused on urban management. To prevent deteriorating rural amenity, it is desirable to induce more specific guideline for rural land use and development.

    The purpose of this Act is to prescribe matters necessary for the observation of, prevention of, provision against, and action against earthquakes, tsunami, and volcano, earthquake-proof measures, and research and technical development to reduce earthquake disasters and volcano disasters in order to protect the life and property of the people and major infrastructure from disasters due to earthquakes, tsunami, and volcano.

    For the last 60 years, the Korean economy has achieved an astounding development that is called “the Miracle of the Han River.” Korea was one of the world’s poorest countries at the time of the national liberation in 1945 and it went through a three-year long Korean War from 1950. However, it grew into one of the world’s leading trading powers. Its per capita income, which was merely 255 USD in 1970, reached 22,000 USD as of 2012.

    While ‘land grabbing’ in Africa by China, and other populous, high-income Asian countries such as South Korea got quite some attention, land grabbing in post-Soviet Eurasia has gone largely unnoticed. However, as this paper shows, recently also in the latter region foreign state and private companies are accumulating vast expanses of farm land. The paper discusses the factors which make post-Soviet Eurasia such an attractive area for international investment, with arguably much more potential than most areas in Africa or Asia.

    This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.

    The World Trade Organization (WTO) hailed the recent Hong Kong Sixth Ministerial Meeting last December 2005 as a positive movement towards the conclusion of the Doha Development Round. The round was supposedly geared towards ensuring that trade contributes to the development objectives of least developed and developing countries.
