In recent years, in line with China’s Going Out strategy announced in 2000, China’s overseas investment activities have increased greatly and at increasing rates. By the end of 2009, the total value of China’s outward foreign direct investment had reached US$5.6 billion. Policies have played strong supporting roles in bringing about this trend by facilitating and encouraging Chinese companies to make overseas investments. This working paper summarises these policies based on an analysis of policy changes over time and identifies the main drivers of these changes.

Presents some preliminary results on the impact of the economic crisis on farmers’ livelihood and forest use, based on fieldwork in four provinces in Indonesia (Riau, West and East Kalimantan, Central Sulawesi). Stresses the great variation throughout the country, and the volatility of the situation. Price data reveal that some groups of export crops-oriented farmers enjoyed a short-term gain during the first 2-3 quarters of 1998. Soaring food prices and a stronger rupiah since October 1998 have, however, gradually made real prices move towards their pre-crisis levels.

This working paper examines how Reducing Emissions from Deforestation and Forest Degradation (REDD+) has been framed in Indonesia’s media. The report’s findings are based on content analysis of three national newspapers and a series of expert interviews. It is argued that Indonesia’s REDD+ discourse revolves primarily around land use, where REDD+ conservation is pitted against economic growth fuelled by land use change.

This study uses publicly available financial and spatial data to examine the geography of land-intensive investment in Southeast Asia, and to identify the
limits imposed by problems with data availability. It focuses on three regions where land has been widely seen to be available for new investment: Indonesia’s outer islands; the “development triangle” where Cambodia, Laos and Vietnam meet; and the Golden Quadrangle region which comprises the borderlands of northeastern Myanmar, northwestern Laos, southern and western Yunnan, and northern Thailand.

Degradation of forests and forest lands is a problem in many parts of the world and is particularly serious in south China. Chinese forest policy reforms in recent years have enabled rural households to generate income from forests, to own the trees they have planted, and have offered new opportunities to manage forests sustainably. Rehabilitation of degraded forests and forest lands is one of the possible pathways to improve livelihoods of poor farmers and others in the rural communities.
