    La décision du gouvernement camerounais de réformer le cadre juridique du foncier est une opportunité d’assurer une réelle protection des droits fonciers ruraux, dans un contexte où les investissements et les projets à grande échelle augmentent l’insécurité foncière à travers le pays. En réponse à une invitation de l’administration à contribuer à la conception de ce nouveau cadre législatif, les acteurs de la société civile ont énoncé ces dernières années de nombreuses propositions sur les sujets à intégrer dans la nouvelle législation foncière.

    Farmer-herder conflict in sub-Saharan Africa?

    This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

    Describes a long-standing grazing dispute in northern Namibia that provides critical lessons on the challenges that people living in communal areas face to secure their land rights. Several large livestock owners illegally enclosed community rangelands to secure grazing for their own commercial cattle herds. The communities used legislation to defend their land rights: they mobilised relevant government and traditional authorities to intervene, resulting in a court order for the removal of most of the illegal cattle owners.

Draws on case study evidence from two communities: the Ahanta West District near Sekondi-Takoradi in the south, and the Savelugu-Nanton Municipal Authority around Tamale in the north.

    Includes land alienation in the case study sites; impacts of land alienation; coping strategies; conclusions and policy recommendations. Found that livestock numbers are declining dramatically in the area, land degradation is increasing, people are becoming more vulnerable to drought and famine, and resource-based conflicts are increasing in severity. The traditional pastoralist way of life is increasingly making way for sedentary farming and enclosed private grazing land.

    Le Niger est probablement le pays sahélien disposant du corpus juridique et du dispositif institutionnel le plus élaboré pour prémunir les pasteurs contre l’accaparement des terres pastorales. Ceci ne suffit hélas pas à endiguer le phénomène.

    La gestion des conflits est au centre des attentions lorsqu’il est question de pastoralisme. Une acceptation semble même se généraliser : les conflits seraient inhérents au pastoralisme. Au pire, il les engendrerait, au mieux, il les exacerberait. Cet article propose dans sa première partie, des clés d’analyse pour une compréhension des dynamiques à l’origine de ces conflits.

Central government does not have the knowledge, reach, skills or resources needed to plan for the range of livelihoods within Tanzania; but local governments, if granted the authority and resources, could plan with communities in the flexible, timely and appropriate manner that climate variability demands.
