    Kenya

The problem of vegetation degradation in Kenya's semi-arid areas must be addressed, if these areas are to support the increasing human and livestock population. However, efforts to rcvcgctatc denuded rangelands will be beneficial only if the right species and cultural practices arc employed.

A useful debate is developing over carrying capacity and the degradation of communal rangelands in sub-Saharan Africa. With a few lonely exceptions, scientists and policy-makers have in the past claimed that degradation is universal and livestock productivity lowered because of overstocking on communal range. This position has been mainly dogmatic. More recent research has not supported dogmatists; hence the debate, which impinges on livestock development policy in Botswana.A new livestock development policy is being promoted by the Government of Botswana (Ministry of Agriculture 1991).

Recent arguments have stated that the new livestock development policy will carry a high social cost, that the reality of range degradation in Botswana has been ignored, and that there is no basis for assuming that de-stocking would decrease the productivity of rangeland.

This article looks at the changes which are taking place in the Syrian semi-nomadic bedouin flocks' feeding and migration patterns, and the historical reasons for these changes. Most of the discussion will focus on three steppe-based villages in northern Syria, where the International Center for Agricultural Research in Dry Areas (ICARDA) undertook a three-year survey between 1978 and 1981, and where a follow-up study was done this year.

Such is the vagary of rainfall throughout Africa's rangelands that almost all pastoral communities face cycles of good and hardship years. During good years herders increase and diversify their herds, whilst consecutive hardship years or `pastoral drought,' human and livestock disease, or livestock theft may result in large livestock losses and the consequent temporary collapse of household food production.

Studies were conducted among pastoralists on the Borana Plateau in 1986-89. Household surveys described seasonal milk production and allocation, marketed supply of dairy products, incidence of calf morbidity and mortality and human consumption of dairy products and grain. The efficiency of butter-making was measured. Dairying among the Borana is controlled by the women. Overall, 69 percent of milk produced was used as fresh milk and the remainder was soured for direct consumption or butter processing.

Organisation of the dairy industry and the marketing system in Kenya is highlighted and marketing and pricing of milk in Kenya is discussed. The formal and the informal milk marketing subsystems are also discussed. The Kenya Cooperative Creameries Limited (KCC) handles most of the marketed milk that is not sold and consumed in the rural areas. A major role of the KCC is to receive, process and distribute fresh milk (as pasteurised milk) on a daily basis.
