Asia and the Pacific, for the purposes of this book, encompasses a vast territory extending from Mongolia in the north to New Zealand in the south; from the Cook Islands in the east to Kuwait in the west (Map 1). The environmental diversity of Asia and the Pacific is therefore vast, and is contrasted by the region’s coldest and hottest deserts, verdant tropical rainforests, extensive steppe, desert steppe, grassland and rangelands, mountains and plains.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security explicitly mention pastoralists as users of the Guidelines and as targets of capacity building. Despite the historical and often ongoing marginalization of pastoralists, this technical guide has been developed in response to emerging opportunities to support pastoralists and to strengthen their land and resource rights.

The Technical Guide on Pastoralism builds on a number of initiatives and studies from recent years that have shone a light on pastoral governance and land tenure: on the inherent challenges pastoralists face, the shortcomings of governments in securing pastoral tenure, and the emerging examples of success and progress from around the world. This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrang ements.

The time-integrated normalized difference vegetation index (iNDVI) provides key remote-sensing-derived information on the interactions between vegetation growth, climatic and soil conditions, and land use. Using a time-series of Landsat imagery obtained for Queensland, Australia, it has been demonstrated how robust geostatistics can be used to predict iNDVI. This approach is novel because it explicitly quantifies the uncertainty of prediction and uses Winsorizing, a data-censoring method, to minimize the distorting effects of outliers.

In a naturally heterogeneous landscape in arid central Australia, a previous study found that grazing changed the distribution of water and nutrients amongst different geomorphic strata of the landscape. In this concurrent study, we show that herbage biomass, cover and composition responded primarily to these geomorphic strata and not to grazing. The cover of palatable species as a group proved the exception, and decreased with increasing grazing. The quantity of shrubs responded to both strata and grazing, and was greatest under least grazing.
