    Deforestation and biodiversity loss in agroecosystems are generally the result of rational choices, not of a lack of awareness or knowledge. Despite both scientific evidence and traditional knowledge that supports the value of diverse production systems for ecosystem services and resilience, a trend of agroecosystem intensification is apparent across tropical regions. These transitions happen in spite of policies that prohibit such transformations.

    Large-scale land acquisitions have increased in scale and pace due to changes in commodity markets, agricultural investment strategies, land prices, and a range of other policy and market forces. The areas most affected are the global “commons” – lands that local people traditionally use collectively — including much of the world’s forests, wetlands, and rangelands. In some cases land acquisition occurs with environmental objectives in sight – including the setting aside of land as protected areas for biodiversity conservation.

    Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty.     Local governance has become increasingly significant as devolution from central and provincial levels is being attempted in India as a result of the enactment of the 73rd and 74th Amendment of the Constitution in 1993. The essence of local self governance is to enable a small community to maintain access and control over their natural and physical resources, to take collective decisions in the common public good and to provide resources in priority developmental actions. Another dimension of local self governance is to demand accountability from people in public positions.

    How worried are people, especially in poorer communities, about the risk that they could lose their homes or their land? The idea behind this initial survey is simple: to find out if people are worried about their existing property rights or lack of them – whether women or men, owners or tenants, in cities or in villages. The survey results reveal that insecurity of property rights is widespread in India, with about one in four owners and about half of renters expressing worry about losing their home.

    Degradation of common pool resource (CPR) in developing countries has often been traced to high rate attached by poor people in discounting future flow of benefits, market failure, pressure on carrying capacity or sometimes property right failure. However, the concept of poorly enforced property right and particularly risk of eviction as a measure of insecurity of land tenure has not been adequately examined in the context of degradation of CPR.
