    In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

    Analyses the configuration of land rights among different users of land and discusses the implementation of Tanzania’s land policy reform. The key rights explored include those of small-scale producers (farmers and pastoralists) and large-scale investors. Explores how the state defines, allocates, protects and compensates for land when it appropriates such rights. Looks at the formal, informal and procedural rights that provide for and protect the rights of small-scale producers and investors, and the compensation offered to those who give up their land for investment.

    Experiences and insights from working to secure hunter-gatherer and pastoralist land rights in Northern Tanzania

    In this publication two pioneering grassroots organisations from northern Tanzania examine and present their experiences and insights from their long-term work to secure the land rights of hunter-gatherer and pastoral communities. The case studies were presented at a one-day learning event held on 5th October 2012, when Pastoral Women’s Council (PWC) and Ujamaa Community Resource Team (UCRT) joined together to share and reflect on their work to secure land rights, to learn from each other, and to identify ways to build on their achievements moving forward.

    This paper presents several case studies to show how the Ujamaa Community Resource Team (UCRT) has been working within Tanzania’s legal and policy framework to support a diverse range of pastoralists, agro-pastoralists and hunter-gatherers, all of whom face fundamental threats from external appropriation of, or encroachment on, lands and natural resources. The work also responds to local needs to rationalise resource use rights amongst competing local groups, such as farmers and livestock keepers.

    According to the research and follow ups made by Pingo’s Forum and LHRC indicated that, most victims were not trespassers to the land as contented by the Government. The pastoralists including Sukuma, Taturu, hunters and gatherers (Hadzabe) lawfully living within the Conservation Area resisted the government movement to evict them without paying adequate compensation.

    Tanzania is endowed with numerous resources including livestock. It is number three country in Africa in terms of livestock population after Ethiopia and Sudan. Currently, the country (Tanzania) has more than 22 million livestock, of which at least 95% are indigenous animals kept under traditional livelihood model known as indigenous pastoralism. At least 70% of Tanzanians earn their living through agro-pastoralism whereby around 40% of them entirely practices indigenous pastoralism.
