Available evidence indicates that pastoral destitution in Ethiopia is principally driven by feed and water scarcity. Feed resources ought to be considered in the broader perspective and not predominantly during emergency as is the case now. Feed inventory and balance is therefore requisite such that the country is aware of its needs, resource availability, gaps, implications and how the gap can be filled within the country. This will make feed interventions in the country effective in the immediate, medium and long term as well as provide solutions for replication in the region.

These By-laws, approved by the Minister in terms of section 90 of the Rural District Councils Act, shall apply to communal and resettlement land within the Makonde Rural District Council. They allow the Makonde Rural District Council to prepare a plan for- (a) all communal or resettlement land within the Council area; or (b) any ward or combination of wards in communal and resettlement land within the Council area; or (c) any part of award or wards in communal and resettlement land within the Council area. The By-laws set out the procedure for preparation and adoption of the Plan.

In their recent paper, de Leeuw and Tothill (1990) discussed the shortcomings of estimating carrying capacity (CC) of pastoral systems in Africa. They noted the difficulty of determining available forage per animal due to high annual and spatial variability in plant production, seasonal changes in forage quantity and quality, livestock species mix, and the use of supplemental feeds.

This article suggests that communual rangeland management policies in Botswana and Zimbabwe are based on incorrect technical assumptions about the stability of semiarid rangelands, the nature of rangeland degradation, and the benefits of destocking. Consequently, inappropriate policies, stressing the need to destock and stabilise the rangelands, are pursued.Acknowledgement of the great instability but intrinsic resilience of rangeland would encourage the Governments to more favourable regard the opportunistic stocking strategies of the agro-pastoralists of the Communual Areas.
