    Tadjikistan

    This paper looks at how recent economic and legal changes have affected pasture management and property rights in Tajikistan. Firstly, current trends in livestock numbers and mobility are compared with those of the Soviet period. Secondly, the impact of current land legislation is investigated using 2007 field data from two sites in the Gorno-Badakhshan region of the country. We describe the extent to which pasture at these sites is under private, community or state control and discuss the implications for sustainable management of this resource.

    La présente ordonnance (qui complète celle n°93-015 du 2 mars 1993 portant principes d’orientation du code rural) définit et précise les principes fondamentaux et les règles régissant le pastoralisme au Niger.Cette ordonnance consacre la mobilité des éleveurs, pasteurs nomades et transhumants comme un droit fondamental reconnu et garanti par l’Etat et les collectivités territoriales. Les modes d’accès et des droits sur les ressources foncières pastorales relevant du domaine public de l’Etat ou des collectivités territoriales sont régis par les traditions pastorales.

    This Regulation of the Forestry Development Authority (FDA) implements provisions of the Community Rights Law of 2009 with Respect to Forest Lands ("Community Rights Law"), and determines the rules, guidelines and procedures for the establishment of authorized forest communities and to access, manage, use and the benefits of forest resources within the Republic of Liberia, and participation by communities in the reforestation, rehabilitation and conservation of forest and wildlife resources in Liberia.

    This paper examines the effect of climate change on pastoralist conflict in Africa. The rangelands of East Africa is particularly vulnerable to drought, which is associated with climate change. In this respect, the paper focuses its analysis on changes in resource availability contrasting cases of abundance and scarcity. The authors clarify that the role of resources is further contextualised by competing notions of property rights, and the role of the state in defining property and associated rights.

    The pastoral areas of Ethiopia are witnessing radical change in terms of both increasingly restricted mobility and access to vital resources. A cause and consequence of such constraints has been a move toward sedentarised forms of livestock and agricultural production. This is occurring in a political and socioeconomic vacuum, in which the customary institutions responsible for resource allocation and access to land are becoming weaker, and where the Ethiopian government has yet to develop a clear policy or strategy for resource distribution and tenure security in pastoral areas.

    Niger is a pastoral country. However, despite its crucial economic, social and cultural impact, pastoralism remains a very uncertain activity, and Niger’s successive governments didn’t invest much in it (1% of the national budget in 2009, versus 35% for farming activities). Though from 1993 the Rural Code has produced a number of rules and regulations in order to protect and revitalize pastoralism, it was also often accused of favoring crop farmers over livestock producers. Is that true ?

    Status of Land under Wildlife, Forestry and Mining Concessions in Karamoja Region, Uganda

    Tenure in Mystery collates information on land under conservation, forestry and mining in the Karamoja region. Whereas significant changes in the status of land tenure took place with the Parliamentary approval for degazettement of approximately 54% of the land area under wildlife conservation in 2002, little else happened to deliver this update to the beneficiary communities in the region. Instead enclaves of information emerged within the elite and political leadership, by means of which personal interests and rewards were being secured and protected.

    Establishment of seasonal grazing enclosures has become an important rangeland rehabilitation strategy in semi-arid regions. This study assessed the impact of enclosure age and enclosure management on the vegetation composition in the Njemps Flats range unit, Lake Baringo Basin (Kenya). Six communal enclosures (13-23 years since establishment) and six private enclosures (3-17 years since establishment) were selected.
