Land Rights, Mining and Resistance: New Struggles on Mongolia’s Pastoral Commons
    Documents et rapports de conférence
    juillet, 2008
    Mongolie

Since the collapse of the Soviet Union and agricultural decollectivisation, post-socialist rural contexts have afforded commons scholars particularly fertile ground for examination of institutional change and evolution under new modes of governance. In Mongolia, as elsewhere, such transformations have been characterised by the erosion of state influence and de jure and/or de facto devolution of land and resource rights.

Land Use and Land Tenure in Mongolia: A Brief History and Current Issues
    Documents et rapports de conférence

    Mongolie

This essay argues that an awareness of the historical relation- ships among land use, land tenure, and the political economy of Mongolia is essential to understanding current pastoral land use patterns and policies in Mongolia. Although pastoral land use patterns have altered over time in response to the changing political economy, mobility and flexibility remain hallmarks of sustainable grazing in this harsh and variable climate, as do the communal use and management of pasturelands.

The world is witnessing a period in its history when the increasing socio-political upheavals are taking the lives of thousands, and destroying the natural wealth of our planet. Poverty and food insecurity are two key forces driving this destruction. These ongoing problems compound those already being posed by an increasing shortage of water, scarcity of productive land, an expanding population, and the threat of global warming.

In pastoral societies women face many challenges. Some describe these as a ‘double burden’ –
that is, as pastoralists and as women. However, pastoral women may obtain a significant degree
of protection from customary law even if customary institutions are male-dominated. In periods
of change (economic, social, political), this protection may be lost, and without protection from
statutory laws, women are in danger of “falling between two stools” (Adoko and Levine 2009). A

In Tanzania, ongoing land insecurity is a structural cause of food insecurity particularly for
pastoralists, agro-pastoralists and small-scale crop farmers leading to land use conflicts,
compromised access to resources including grazing and water and rangeland degradation.
Land tenure security and management can be improved through village land use planning (VLUP)
and land certification – namely the issuing of certificates of customary rights of occupancy
(CCROs). In situations where villages share resources such as grazing areas and water, joint village

The mountain farmers operate on whole of animals (flocks, herds, working herds) copying models coming surely from the beginning of domestication. The apprenticeship lengthwise of centuries was received as a heritage and they will to enrich through every generational change. Pastoralists have a unique relationship of mutual dependency with their livestock and their environment; the uniqueness of this relationship distinguishes them from other livestock keepers. They depend highly on the environment where they develop their livelihood, that they make productive through highly adapted animals, but at the same time the quality of this environment depends on how well they take care of it, which in turns depends on complex social regulations and on large-scale mobility. The way they keep their animals forms part of their daily life and of a complex culture.

Rangeland resources are among the most important – and almost certainly the most neglected – agro ecosystem component in dry areas. They are the largest land-use category, home to the poorest segment of the population, and crucial for millions of small-scale livestock producers. The availability of grazing resources for livestock in the world’s drylands is low and erratic due to the recurrent droughts in which animals can often fall victim.
