Spatial conservation prioritization does not necessarily lead to effective conservation plans, and good plans do not necessarily lead to action. These “science-action” gaps are pernicious and need to be narrowed, especially if the international goal of conserving 30% of the planet by 2030 is to be realized. We present the Earthwise Framework, a flexible and customizable spatial decision support system (SDSS) architecture and social process to address the challenges of these science-action gaps.

Land and water are vital resources for sustaining rural livelihoods and are critical for rural development as they form the basis of agriculture, the main economic activity for rural communities. Nevertheless, in most developing countries, land and water resources are unevenly distributed due to historical and socio-economic imbalances, hence the need for land reform policies to address these disparities. However, redistributing land without considering the interconnectedness of land and socio-ecological systems can compound existing food and water insecurity challenges.

A Fit-for-Purpose (FFP) land administration system strives for a more flexible, inclusive, participatory, affordable, reliable, realistic, and scalable approach to land administration and management in developing countries. The FFP finds itself thus at the interface with the coordination and governance challenges of the mainstream promotion of democratic decentralization of the past decades in general, and collaborative systems for decentralized and participatory land governance in Africa, in particular.

Drawing on insights from multiple studies, this policy brief addresses the importance of gender considerations for small-scale livestock farming communities relative to food security in the South African context. The brief examines some key elements of gender issues in relation to small-scale livestock farming, asks how some of these elements align with current policies and practices, and suggests a number of focused policy recommendations. Two thirds of the world’s 600 million poor livestock keepers are rural women.

Achieving cooperation in natural resource management is always
a challenge when incentives exist for an individual to maximise her short term
benefits at the cost of a group. We study a public good social dilemma in water
infrastructure provision on land reform farms in Namibia. In the context of the
Namibian land reform, arbitrarily mixed groups of livestock farmers have to share
the operation and maintenance of water infrastructure. Typically, water is mainly
used for livestock production, and livestock numbers are subject to high fluctuations

In pastoral societies women face many challenges. Some describe these as a ‘double burden’ –
that is, as pastoralists and as women. However, pastoral women may obtain a significant degree
of protection from customary law even if customary institutions are male-dominated. In periods
of change (economic, social, political), this protection may be lost, and without protection from
statutory laws, women are in danger of “falling between two stools” (Adoko and Levine 2009). A

In Tanzania, ongoing land insecurity is a structural cause of food insecurity particularly for
pastoralists, agro-pastoralists and small-scale crop farmers leading to land use conflicts,
compromised access to resources including grazing and water and rangeland degradation.
Land tenure security and management can be improved through village land use planning (VLUP)
and land certification – namely the issuing of certificates of customary rights of occupancy
(CCROs). In situations where villages share resources such as grazing areas and water, joint village

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security explicitly mention pastoralists as users of the Guidelines and as targets of capacity building. Despite the historical and often ongoing marginalization of pastoralists, this technical guide has been developed in response to emerging opportunities to support pastoralists and to strengthen their land and resource rights.
