    The year 2002 marked ICARDA's 25th anniversary, and coincided with several honors and awards for the center's excellence in research. Research on developing high-yielding kabuli chickpea varieties that thrive in cool, wet winter conditions earned the 2002 King Baudouin Award of the Consultative Group on International Agricultural Research (CGIAR), jointly with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), which focuses on desi chickpea.

    The present Law lays down provisions relating to the right of wood and pasture exploitation in the Region of Carinthia. The text consists of 63 articles divided into 9 chapters as follows: General provisions (I); New regulation and regulation of traditional rights (II); Transfer of exploitation rights (III); Safeguard of rights of use (IV); Basic rights of wood cutting in case of need (V); Special field services (VI); Authorities and proceedings (VII); Penalties (VIII).

    These Regulations, made in terms of section 45 of the Communal Land Reform Act, provide with respect to a wide variety of matters concerning communal land and communal land rights. Part I deals with (application for) customary land rights. It specifies the maximum size of land that may be held under customary land right and specifies particulars pertaining to allocation of customary land right.

    Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty. It should no longer be considered a mainstream strategy for conservation and only applied in extreme cases following international standards.

    Land policies in Africa have often overlooked the interests of certain social groups. In some areas, traditional access and ownership rights for women, migrants and pastoralists have been ignored or reduced.  The rise of HIV/AIDS in the region has created new social groups who are vulnerable to discrimination by land policies. As new policies are formed in the region, it is important to consider why these groups have been excluded. This will help to ensure that future policies represent these groups more fairly.

    Donors have flocked to support Tanzania’s pastoralist land rights movement. However, well-intentioned desires to promote democracy, indigenous rights, participatory development and community conservation have had perverse consequences. Leaders of pastoral non-governmental organisations (NGOs) have become less and less accountable to their communities. The pastoralist movement has lost momentum as its energies have been diverted into activities to please donors.
