    Farmer-herder conflict in sub-Saharan Africa?

    This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

    Describes a long-standing grazing dispute in northern Namibia that provides critical lessons on the challenges that people living in communal areas face to secure their land rights. Several large livestock owners illegally enclosed community rangelands to secure grazing for their own commercial cattle herds. The communities used legislation to defend their land rights: they mobilised relevant government and traditional authorities to intervene, resulting in a court order for the removal of most of the illegal cattle owners.

    La gestion des conflits est au centre des attentions lorsqu’il est question de pastoralisme. Une acceptation semble même se généraliser : les conflits seraient inhérents au pastoralisme. Au pire, il les engendrerait, au mieux, il les exacerberait. Cet article propose dans sa première partie, des clés d’analyse pour une compréhension des dynamiques à l’origine de ces conflits.

    This paper presents several case studies to show how the Ujamaa Community Resource Team (UCRT) has been working within Tanzania’s legal and policy framework to support a diverse range of pastoralists, agro-pastoralists and hunter-gatherers, all of whom face fundamental threats from external appropriation of, or encroachment on, lands and natural resources. The work also responds to local needs to rationalise resource use rights amongst competing local groups, such as farmers and livestock keepers.

Central government does not have the knowledge, reach, skills or resources needed to plan for the range of livelihoods within Tanzania; but local governments, if granted the authority and resources, could plan with communities in the flexible, timely and appropriate manner that climate variability demands.
