    La transhumance transfrontalière est trop souvent réduite à une activité génératrice de conflits qu’il est possible de régler très facilement en fermant les frontières. Cette note aux décideurs montre une réalité beaucoup plus complexe. La mobilité pastorale en Afrique de l’Ouest représente un apport économique de plusieurs dizaines de milliards de Fcfa chaque année dans toutes les zones d’accueil. Dans une région troublée sur le plan sécuritaire et confrontée au défi de l’emploi et de la pauvreté, la dimension économique, sociale et politique de la transhumance est importante à préserver.

    Pastoral livestock production is crucial to the livelihoods and the economy of Africa’s semiarid regions. It developed 7,000 years ago in response to long-tern climate change. It spread throughout Northern Africa as an adaptation to the rapidly changing and increasingly unpredictable arid climate. It is practiced in an area representing 43% of Africa’s land mass in the different regions of Africa, and in some regions it represents the dominant livelihoods system.

L’objectif poursuivi est essentiellement la co nnaissance de s grandes tendances actuelles des législations pastorales .

    Depuis 2013, l’insurrection de Boko Haram et sa répression ont entraîné des bouleversements majeurs dans la région du lac Tchad. Les pasteurs et leurs troupeaux, en particulier, ne peuvent plus circuler librement et n’ont plus accès à certains parcours. Hier au cœur d’une économie informelle et d’une intégration régionale « par le bas » très dynamique, l’élevage pastoral connaît actuellement une crise inédite dans la région. Quelles en sont les caractéristiques ? Comment penser son développement dans un tel contexte?

    In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

    The focus of this review has been on both documenting the general resilience of many fish resources to climatic variability and its underestimation in livelihood importance, including in protracted crisis situations, but also on enhancing the potential supply of fish from dryland areas by better use of the available water bodies, and in particular from small reservoirs.
