Bulgaria has a long tradition of smallholder farming, predominantly producing for self-consumption. As a result of land reform and farm restructuring, many rural households received agricultural land. Some developed commercial farms but most households stayed as subsistence farmers and used their small pieces of land to produce for self-consumption and market the excess output to top up their non-farm incomes or meagre pensions. They had little capital and insecure access to markets.

Despite the efforts of developed countries to protect undeveloped land, development continues to expand beyond urban boundaries. High-quality land needed for food production is often consumed. This study aims to verify possible causes of undeveloped land and high-quality land consumption within regions (NUTS3) using a new approach to building growth monitoring. It investigates residential (RBs) and commercial buildings (retail and industrial buildings, RIBs). The development between 2006 and 2016 in the Czech Republic, a country in Central Europe, is used as a case study.

Understanding the impact of changes in cultivated land in terms of structure, distribution, and quantity on grain production potential (GPP) is essential for a sustainable land utilization strategy and food security. Cultivated land balance (CLB), as a critical policy aiming at protecting farmland in China, has greatly restricted the loss of cultivated land. However, changes in cultivated land were largely generated due to the land-use activities led by the CLB policy.

In Central and Eastern Europe, land reforms from 1990 on in most countries resulted in farm structures characterized by excessive land fragmentation and small average farm sizes. Most CEE countries have introduced land consolidation instruments to address the structural problems. FAO has from 2000 on supported land consolidation in the region.

This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored.
