The Arab Spring in the Middle East and North Africa (MENA) region has brought to the forefront key challenges: the need to create job opportunities, equal access, a level playing field, transparency and accountability, and a fair and competitive environment. Crony capitalism, the privileged access of certain elites to favorable legal and regulatory treatment, access to markets, and the coincidence of political and economic power, was a major concern contributing to the uprising.

    Key to Rural Income Generation

    Rapports et recherches

    février, 2012

An appropriate rural investment climate (RIC) is essential for rural businesses to be successful and generate employment and income in their communities. Improving the investment climate could facilitate income-generation activities in both farm and nonfarm sectors, thus reducing rural poverty. Nonfarm sector focused growth, combined with agricultural growth, and has been shown by Delgado et al. (1998) to have a significant impact on the local economy through the generation of employment and income.

In recent years, the countries of Europe
and Central Asia (ECA) have experienced a marked decline in
investments by international private operators/investors in
local infrastructure-much in line with the trend observed in
other emerging markets. This decline has been particularly
significant in the local water and energy sectors. In light
of the increasingly tight fiscal constraints faced by
governments across ECA, there is a strong need to develop

    République-Unie de Tanzanie

The 2005 Tanzania poverty and social impact analysis (PSIA) on local government tax reform was designed to examine the intended and unintended consequences on poverty reduction and growth in Tanzania of the tax reforms implemented in June 2003 and 2004. The main elements of the reform were the abolition of the flat rate development levy in 2003 along with nuisance taxes, and the abolition of business license fees for enterprises below a certain size and capping of those fees for larger enterprises in 2004.

    Albanie

In view of its increasing importance,
and the dearth of information on return migration and its
impacts on source households, this study uses data from the
2005 Albania Living Standards Measurement Study survey and
assesses the impact of past migration experience of Albanian
households on non-farm business ownership through
    instrumental variables regression techniques. Moreover,
considering the differences in earning potentials and

This paper addresses two vital concerns
in the debate on adaptation to climate change. First, how
can countries prepare to manage the impact of climate-change
induced natural disasters? Second, how can countries ensure
that they have the governmental institutions required to
manage the phenomenal challenge of adaptation to climate
change? A range of economic and institutional measures are
tested for their potential effects on natural disaster

This paper compares and contrasts the
performance of rural and urban manufacturing firms in
Ethiopia to assess the impact of market integration and the
investment climate on firm performance. Rural firms are
shown to operate in isolated markets, have poor access to
infrastructure and a substantial degree of market power,
whereas urban firms operate in better integrated and more
competitive markets, where they have much better access to

This paper uses two recently completed
surveys of individual entrepreneurs (farmers and
    microentrepreneurs) and registered enterprises (agricultural
and nonagricultural) operating in Mexico s rural sector to
provide new evidence about the factors influencing the
incidence of credit constraints and investment behavior. To
measure the incidence of credit constraints, the authors use
self-reported information on whether economic agents have a

This paper provides the results of an
international survey of practitioners with experience in
facilitating the participation of African smallholder

differentiated agricultural products. It explores their
perceptions about the constraints inhibiting and the impacts
associated with this supply chain participation. It also
examines their perceptions about the factors affecting the
