    L’accaparement des terres au Tchad est un phénomène nouveau, massif, et accumulateur visant le contrôle de large partie de terres riches agricoles. Le contexte tchadien correspond plus ou moins aux critères globalement admis pour définir l’accaparement des terres : la taille des emprises, les acteurs (passifs ou actifs), le contrôle des procédures, la légalité des acquisitions et l’utilisation des terres cédées. Les investisseurs étrangers se sont encore peu intéressés au foncier agricole tchadien. Le phénomène est porté par une classe d’investisseurs locaux.

    One in every five people worldwide has paid a bribe to access land services. In Sub-Saharan Africa, this number rises to one in every two people. Corruption within systems of land administration and management is known as “land corruption”.

    Whether it’s an opaque deal between private investors and local authorities, citizens having to pay bribes during land administration processes, or customary laws that deny women their land rights, land corruption hits the poor and marginalised hardest.

    The Afghanistan land sector is plagued by a multitude of problems linked to weak governance, corruption and lack of capacity. There are competing claims to land, widespread conflicts, resultant landlessness and poverty. Other issues are limited availability of undisputed farmland, difficulties in accessing grazing lands and many disputes over pasture lands. These issues are exacerbated by conflicting land ownership systems, insecure land tenure and registration, weak land governance environment and uncertain and incomplete legal frameworks.

    In 2018, Global Witness found that Guatemala had experienced the highest increase in the number of murders of land and environmental defenders of any country in the world. Last year alone, the president of the village chapter of the Comité de Desarrollo Campesino (CODECA), a national organization of social movements led by indigenous people who work for the recognition of land rights, was murdered, as well as four of his colleagues. Many of these murders occurred in the municipality of Izabal.

    The Corruption Perceptions Index 2019 reveals a staggering number of countries are showing little to no improvement in tackling corruption. Our analysis also suggests that reducing big money in politics and promoting inclusive political decision-making are essential to curb corruption. 180 The CPI scores 180 countries and territories by their perceived levels of public sector corruption, according to experts and business people.

    This September, the Land Portal hosted an online dialogue on ‘Open Land Data in the Fight Against Corruption’. This responded to a dual recognition that corruption remains a major issue in land governance, and that open data has been identified as a powerful tool in the fight against corruption. At the same time, gaps remain between the promise and the reality of open data in the land sector. Poor data availability, underdeveloped theories of change, and a lack of implementation support have all contributed to slowerthan-desired progress in data publication and use over the last decade.

    From 9th to 29th September 2019, Land Portal, Cadasta and GIZ co-hosted an online discussion focussing on the role of open land data in the fight against corruption. Drawing on over 100 contributions from 48 contributors covering six continents, the dialogue explored the opportunities and challenges for the use of open data as a tool to address land-related corruption.

    From July 17 to August 7, 2019, the Land Portal Foundation, the African Land Policy Center, GIZ and Transparency International Chapters in Ghana, Kenya and Uganda co-facilitated the dialogue Land Corruption in Africa addressing the role of traditional leaders in customary land administration, forced evictions as a form of land corruption and its Impact on women’s land rights and an analysis of alternative dispute resolution systems in addressing land corruption.
