    Land corruption seriously threatens efforts to fight climate change and achieve a fair energy transition. By undermining climate programmes, projects and practices, it fuels increased carbon emissions and negative climate outcomes. It weakens tenure security and contributes to human rights violations. By channelling funds and resources towards elites, and supporting harmful or poorly managed projects, land corruption also erodes the legitimacy and credibility of the climate agenda, reducing popular support for vital action.

    The second Multi-Stakeholders Dialogue Forum (MSD 02) was held from 29 to 31 March 2022 in Bahir Dar city, the capital of the Amhara region.     In a context of conflict affecting northern Cabo Delgado, the government approved the request for allocation of 12,000 hectares of land located in Palma in favour of the Cabo Delgado Economic Development Promotion Centre (CPD), an unknown public entity created in May 2021 and whose attributions and competences are confused with the mandate of the Integrated Development Agency of the North (ADIN). The approval of the provisional DUAT in favour of the CPD was not preceded by a public consultation with affected communities, as required by land legislation.
