    Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.

    One in every five people worldwide has paid a bribe to access land services. In Sub-Saharan Africa, this number rises to one in every two people. Corruption within systems of land administration and management is known as “land corruption”.

    Whether it’s an opaque deal between private investors and local authorities, citizens having to pay bribes during land administration processes, or customary laws that deny women their land rights, land corruption hits the poor and marginalised hardest.

    Large-scale land acquisitions, or land grabs, concentrate in developing countries which are also known for their corruption-friendly setting caused by a weak institutional framework. We argue that corrupt elites exploit this given institutional set-up to strike deals with international investors at the expense of the local population. Using panel data for 157 countries from 2000-2011, we provide evidence that these land deals indeed occur more often in countries with higher levels of corruption.

We hypothesize that corruption indeed leads to more land deals. We argue that corrupt elites exploit poor institutional setups (characterized by corruption) to strike deals with domestic and international investors at the expense of the local population. Using panel data for 156 countries from 2000-2011, we provide evidence that large-scale land deals indeed occur more often in countries with higher levels of corruption.

    Over the past two decades, academics and development practitioners have written extensively about the harmful impact of corruption on economic development and social outcomes. From an economic perspective, corruption diverts resources away from their most productive uses, acting as a regressive tax that supports the lifestyles of the elite at everyone else’s expense. Corruption undermines the legitimacy of political systems by providing the elite with alternative ways of holding on to power, rather than through genuine democratic means.
