In a context of conflict affecting northern Cabo Delgado, the government approved the request for allocation of 12,000 hectares of land located in Palma in favour of the Cabo Delgado Economic Development Promotion Centre (CPD), an unknown public entity created in May 2021 and whose attributions and competences are confused with the mandate of the Integrated Development Agency of the North (ADIN). The approval of the provisional DUAT in favour of the CPD was not preceded by a public consultation with affected communities, as required by land legislation.

The Sustainable Development Goal 15 “Life on land” commits world leaders to work together to achieve land degradation neutrality (LDN) for safeguarding life on land. One of the objectives that comprise LDN is to reinforce responsible governance of land tenure. Land rights are a key factor for achieving LDN. This publication by the UNCCD CSO Panel aims to analyze and highlight the linkages between land rights and land degradation with the objective of offering policy recommendations to enhance land rights for both the prevention of land degradation and the recovery of degraded lands.

In the current legal and institutional framework, strengthening of the customary justice system would bring benefits. With 93% of land in the Northern and Eastern regions under customary tenure, the most important institution is the clan, yet clan rulings are most often ignored by a parallel state system.

In 2015 for over two weeks, both residents ‘abasangwa’ and repatriates ‘abahungutse’, stood together to oppose the Burundi land commission: the Commission Nationale Terres et autres Biens (CNTB, National Commission of land and other Assets), who are revisiting land restitution cases it had previously settled.

This paper analyses patterns of corruption and corruption risks related to community mineral beneficiation schemes (CMBSs) that distribute benefits funded by mineral revenues to communities. It analyses insights from existing scholarship on CMBSs, evidence from seven cases of corruption, and lessons from guidance documents on reducing corruption in the mining value chain. The aim of the paper is to stimulate debate and further research about the suitability of anti-corruption strategies for CMBSs.
