The forum was co-hosted by the Mekong Region Land Governance Project and the Food and Agriculture Organization of the United Nations. Co-Conveners of the programme includes the Centre for Development and Environment (CDE), University of Bern, the Deutsche Gesellschaft für International Zusammenarbeit (GIZ), the Regional Center for Social Science and Sustainable Development (RCSD) and the Independent Mediation Group (IMG). The Swiss Agency for Development and Cooperation, Federal Ministry of Economic Cooperation and Development and the Grand Duchy of Luxembourg supported the Forum.

Brazil has the fifth-largest national land area in the world and this land resource represents a critical asset for the country’s urban, agricultural, and economic development, also providing essential environmental services. Nevertheless, it has a historical lack of governance over its lands, failing to provide secure land rights and to control the extensive frauds resulting in public and private land grabs. The objective of this study is to depict evidence of these land grabs and propose a typology for analyzing them.

The period under review covers 20 months under a coalition government, a constitutional crisis and a few months when the president and the prime minister, leading different political parties, jockeyed for position. There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.

Due to the increase in fraud and the weaknesses of the registration system in the country, this study aims to provide solution to the problem. The paper highlights the controversy surrounding indefeasibility and the concept of federalism in the land administration systems in Malaysia. The electronic land systems and fraud prevention measures in the country are also analysed. While other jurisdictions have title assurance fund, it is not available in Malaysia.

This paper draws on research on the enforcement of the Land Act of 1979 in Lesotho. It seeks to show that illegal settlements occur under the shadow of formal state rules, from which social actors borrow selectively and in opportunistic ways to acquire urban property rights. This is possible because of inconsistencies and contradictions in state rules and enforcement methods.

In 2018, Global Witness found that Guatemala had experienced the highest increase in the number of murders of land and environmental defenders of any country in the world. Last year alone, the president of the village chapter of the Comité de Desarrollo Campesino (CODECA), a national organization of social movements led by indigenous people who work for the recognition of land rights, was murdered, as well as four of his colleagues. Many of these murders occurred in the municipality of Izabal.

Development requires proper economic policies, but also the essential element of the social aspects and human aspects of society. The Bank’s focus is to think first in terms of poverty—fighting poverty with passion was adopted recently as the first line of our mission statement. Wolfensohn discussed an agenda for action on the issues of inclusion, corruption, transparency, education, knowledge, and private sector environment.
