    Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.

    The second Multi-Stakeholders Dialogue Forum (MSD 02) was held from 29 to 31 March 2022 in Bahir Dar city, the capital of the Amhara region. The MSD Forum brought together 115 representatives of government officials, technical experts, investors, local community representatives, development partners, and the media in order to find solutions to the various challenges in the governance of largescale agricultural investments in Ethiopia. The three-days MSD meeting included presentations, group work and field visits.

    L’accaparement des terres au Tchad est un phénomène nouveau, massif, et accumulateur visant le contrôle de large partie de terres riches agricoles. Le contexte tchadien correspond plus ou moins aux critères globalement admis pour définir l’accaparement des terres : la taille des emprises, les acteurs (passifs ou actifs), le contrôle des procédures, la légalité des acquisitions et l’utilisation des terres cédées. Les investisseurs étrangers se sont encore peu intéressés au foncier agricole tchadien. Le phénomène est porté par une classe d’investisseurs locaux.

    Brazil has the fifth-largest national land area in the world and this land resource represents a critical asset for the country’s urban, agricultural, and economic development, also providing essential environmental services. Nevertheless, it has a historical lack of governance over its lands, failing to provide secure land rights and to control the extensive frauds resulting in public and private land grabs. The objective of this study is to depict evidence of these land grabs and propose a typology for analyzing them.

    In 2018, Global Witness found that Guatemala had experienced the highest increase in the number of murders of land and environmental defenders of any country in the world. Last year alone, the president of the village chapter of the Comité de Desarrollo Campesino (CODECA), a national organization of social movements led by indigenous people who work for the recognition of land rights, was murdered, as well as four of his colleagues. Many of these murders occurred in the municipality of Izabal.

    James D. Wolfensohn, President of the World Bank Group, discussed what the Bank learned in coming to look at the issues of poverty and development. Development requires proper economic policies, but also the essential element of the social aspects and human aspects of society. The Bank’s focus is to think first in terms of poverty—fighting poverty with passion was adopted recently as the first line of our mission statement. Wolfensohn discussed an agenda for action on the issues of inclusion, corruption, transparency, education, knowledge, and private sector environment.

Wolfensohn, President of the World Bank Group, discussed the international development framework; legal and justice system; financial supervision and control at the level of banks, financial markets, capital markets, leasing, and agricultural banks; and social safety net and a social structure to come up with programs for privatization in the former Soviet Union.     James D. Wolfensohn, President of the World Bank Group, reassessed the global financial architecture and its impact on Latin America. Latin American countries, being small economies, are very vulnerable to world pressures. After a huge drop in private sector finance, we’re seeing the first signs of return. What we need now is greater transparency and supervision in banking and the private sector—and a better common set of principles and standards. We need decent government, trained government, with capacity at all levels. We need legal systems that work.

    World Bank Group President, James Wolfensohn addressed the Board of Governors. In the past year the Bank launched a new initiative—the Comprehensive Development Framework (CDF). The aim was to bring the social and the structural aspects of development together with the macroeconomic and the financial so as to establish a much more balanced and effective approach. The Bank will work with the broad development community—the United Nations, the European Union, bilaterals, regional development banks, civil society, and the private sector—to build genuine partnerships.
