The Land Use Act of Nigeria, first enacted in 1978 was intended to simplify and standardise land administration systems across the country. ABSTRACTRapid urbanization has continued to occur in many post independent capital cities in Africa with serious competition for land and housing among urban dwellers thereby posing challenges to governments. Consequently, this paper examines how corruption and politics have constituted hindrances to efficient land administration and housing provision as homelessness among the urban poor is on the increase as against the provisions of the Abuja Master Plan (AMP). The relatively slow pace of
Nigeria's development has often been attributed to the
phenomenon of the resource curse whereby the nature of the
state as a "rentier" dilutes accountability for
development and political actors are able to manipulate
institutions to sustain poor governance. The impact of the
political elite's resource-control and allocation of
revenues on core democratic mechanisms is central to

agriculture sector employs 35 percent of women and up to 44
percent of female heads of households. Yet a number of
factors constrain the expansion and diversification of
agricultural activities, including fewer rights to land than
men, lower access to credit, and inequitable access to
