    The present Regulation enforces the Law on Assignment and Reclamation of Lands in the Islamic Republic of Iran’. In particular, all lands in possession of the government and natural resources land is transferable except for grasslands, forests, national parks and lands of nomad’s migration. The Committee may transfer the lands which are abandoned for five years without any reasonable justification.

    This Regulationt enforces the Law of Urban Land of 13 September 1987. The Regulation consists of 75 articles divided in 5 Chapters: Definitions and Regulations related to the Land Construction (I); Rules regarding Recognition of Land (II); Purchase and Ownership of Lands (III); Preparation, Construction and Transfer of Land Ownership (IV); Miscellaneous Provisions (V).The Regulation defines the concepts and explains the provisions of the Urban Land Law based on the Civil Code and other prevailing Act.

    The Act is the Statute of the Land Affairs Organization which is a state institute part of the Ministry of Agriculture. The Act consists of 9 articles, divided into 4 Chapters; General Provisions (I); Objectives and Essential Duties (II); Responsibilities and Authorities of the Chairman (III); Miscellaneous Provisions (IV).The main duties of this Organization include planning, policy making and organizing the implementation of all rules and regulations regarding lands and land affairs.

    After the Revolution, in 1979, the Government authorized farmers to temporarily farm in some abandoned lands. The Regulation, which consists of 31 articles, aims to transfer the ownership of these lands to the farmers in return of monthly installment of the land’s actual value. Accordingly, the Regulation provides details of the process to grant ownership. The eligible farmers to receive ownership, as well as the actual price of each land, should be determined by a specified committee.

    The purpose of this Act, which consists of 14 Articles, is to determine the boundary of the coastal zone and inland as well as to regulate provisions regarding their ownership and use. According to the Act, any construction in the determined limit of the coastal zone and inland is prohibited unless for necessary public facilities. Any trespassing to these limits or any destruction of their current situation may lead to persecution by authorities.

    The purpose of this Law, which consists of 8 articles, is to prohibit any changes in land use of farms and gardens outside the limit of cities. The Act states that the Ministry of Housing and Urban Development shall decrease urban development to the farms and gardens surrounding the cities and minimize changes in land use of farms and gardens inside urban areas.

    The purpose of this Act is to regulate general principles governing the limits of ownership of lands by individuals in the country. In particular, no one may own more than a certain amount of land in the whole country. Any land in excess shall be seized by the Government and redistributed. Fruit and tea gardens, as well as agricultural land are exempt from this limitation. Abandoned land, wasteland and land exceeding the maximum permitted, are considered eligible for division and redistribution. According to the Act, farmers are considered as priority in land redistribution.

    The purpose of this Act is to regulate provisions regarding transfer of lands to individuals in order to make efficient use of water and fertile soil, as well as leading the country to self-sufficiency. In particular, it should be noted that rights of the people on fruitful lands should be respected. Exploitation of the natural woods and forests are exclusive rights of the Government. The Government may assign abandoned lands to individuals for agricultural purpose. Indigenous people and persons with knowledge in agriculture are considered as a priority.

    The purpose of this Regulation, which consists of 2 articles, is to amend the Law of 15 May 1960 on Land Reform in few detailed provisions, as well as add supplementary provisions to the Law. The Regulation obliges the land owners as well as authorities to prepare the official documents of ownership for transferred land.
