    In pursuing its aim to develop housing rights jurisprudence in Sri Lanka and in building the capacity of practising lawyers in the field of housing rights, COHRE Sri Lanka initiated a research project on housing and land laws in Sri Lanka. This publication is based on the findings of this project and is intended to provide an introduction to Sri Lanka’s housing and land laws. Its detailed analysis is confined to the main laws relating to land and housing.

    Patches of wooded vegetation in nutrient-poor grassland characteristically contain high soil moisture and nutrient availability compared with surrounding grassland. These `islands of fertility¿ appear stable in size, suggesting that tree recruitment at the patch boundary is limited. We hypothesize that tree establishment in adjacent grassland is limited by (1) competition for resources, (2) fire or (3) herbivory. In a South African grassland, we measured moisture availability and conducted a bioassay experiment to analyse whether soil nutrient limits tree recruitment at the patch boundary.

    The injustices of the land issue in South Africa under apartheid are well documented. A programme of land reform since then has had varied success. The authors argue that there is a great deal of empirical evidence to show that the private sector and markets make major contributions to South Africa’s development in general and to land reform in particular. It is in this light that this report looks at the contribution made by the private sector to land reform, both through organised land reform initiatives and in the ordinary course of their business.
