    Does climate change drive conflict over land use in Mali?

    This study investigates the alleged relationship between climate change and conflicts, using the Inland Delta of the Niger River in Mali as a case study, where this region is an African hotspot area in terms of land use conflicts.

    The author emphasises that, despite the clear climate developments in the region throughout the last century, researchers are much less sure about future changes. Moreover, the paper finds that:

    I683 new ‘communes’ have been created in Mali’s audacious decentralization policy. This has made central the issue of authority, responsibility and resource transfer from the central government. What are the privileges of the so-called traditional institutions created by the local people at the village level and between villages? What kind of cooperation should exist between these institutions and the government units? Highlights the achievements and constrains of the decentralization policy and outlines some possible solutions.

    Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

    Recent years have witnessed a renewed interest in agricultural investment. In many cases, this new momentum has translated into large-scale acquisitions of farmland in lower- and middle-income countries. Partly as a result of sustained media attention, these acquisitions have triggered lively if polarised debates about “land grabbing”. Less attention has been paid, however, to alternative ways of structuring agricultural investments that do not involve large-scale land acquisitions.

    Dans le cadre de l'initiative de la FAO sur les Directives Volontaires sur la gouvernance responsable de la tenure des terres et des autres ressources naturelles, une réunion de consultation régionale était organisée à Ouagadougou, Burkina Faso les 23-25 juin 2010. La réunion était une occasion d'échanger des expériences et de discuter des questions et des actions de gouvernance foncière à être intégrées dans les Directives Volontaires. Cette évaluation régionale synthétise les résultats de la réunion de consultation.
