The set of problems involving land property in Latin America has been the subject of controversy, legislation and political struggle ever since the occupation of its territory by the European colonizers in the post-Mercantilism era. In recent years, however, the need for food and energy production, the need for environmental preservation and the speculative use of land, has aroused a new wave of debate over land acquisition.

En este trabajo proponemos una mirada comparativa de la expansión territorial de las provincias argentinas de Buenos Aires y Santiago del Estero entre las décadas de 1850 y 1890. Mediante la conjunción de estudios regionales verificamos los mecanismos de apropiación de las tierras públicas, la emergencia de un aparato legal que intentará regular las prácticas de ocupación y la incorporación de agentes económicos de alcance regional y nacional, en algunos casos invirtiendo en ambas provincias.

From a social and critical perspective, the task at hand is double: to discredit common sense views considering take ups are crime offences and fostering poverty criminalization and, at the same time, to critically analyze the relations between the State and the individuals involved in land take ups, so that we may understand the complexity of this problem.

Esta tese discute a operação urbana consorciada como instrumento de parceria entre o poder público e o setor privado para a promoção de projetos urbanos. O trabalho parte da hipótese de que a viabilização de intervenções urbanísticas por meio do instrumento estaria limitada  aplicação parcial da legislação e não  consecução de parcerias efetivas. Em 2001, a regulamentação nacional da operação urbana consorciada pelo Estatuto da Cidade trouxe inovações importantes no sentido de recuperar a essência do instrumento que aparentemente não foram assimiladas de forma equivalente.

Land Tenure Working Paper 15. This publication brings to light the existing linkages between land tenure and the realization of the right to food. It points out that responsible governance of land requires the adoption of human rights-based approach in order to develop coherent and long term solutions to improve people’s livelihoods. The document presents the legal implications of the right to food at national level and provides a series of examples on the implementation of human rights principles and obligations into land tenure systems, policies, and institutional frameworks.

Recent years have witnessed a renewed interest in agricultural investment. In many cases, this new momentum has translated into large-scale acquisitions of farmland in lower- and middle-income countries. Partly as a result of sustained media attention, these acquisitions have triggered lively if polarised debates about “land grabbing”. Less attention has been paid, however, to alternative ways of structuring agricultural investments that do not involve large-scale land acquisitions.
