The article isfocused on the investigation ofland re-parceling through land leasemarket development in Moldova. First, it describes land lease market development in Moldova and its impact on land re-parceling. Second, it analyzes strategies adopted by the agricultural farms regarding the participation in land lease and reasons why people lease land. And finally, it examines the problems of lease term and lease payment.
Moldova has suffered over the last two decades from rising poverty, territorial secession, armed conflict, and the spillover effects of a regional financial crisis, with declining population size and life expectancy, and an economy approximately one-half of what it was in 1990.
The experience and knowledge collected during the implementation of land consolidation in the district of Usti nad Orlici (Czech Republic) provides the first opportunity to describe and evaluate the impact of specific conditions associated with the design and implementation of land consolidation in the different morphological, soil and climatic areas.
Great share of rented land in total utilised area as well as a significant variability of land rent and market prices of land causes a need of research that would assess which factors influence the land rent as well as the price of land and how significant such factor are in each state. The average land rent is significantly lower in new EU member states than in the EU 15 members. There is a strong dependence of land rent on the intensity of production. Subsidies have moderate to medium influence.
In course of the research there was studied the theoretical bases of organizational and economic mechanism of land use regulation, which include the notions, principles, requirements, factors and criteria. The conceptual scheme and the model of functioning of the organizational-economic mechanism were developed. Study was realized in the conditions of the Republic of Belarus.
In course of the research there was studied the system of measures of liberalization of conditions for business activity actualization in the conditions of the Republic of Belarus. The liberalization management of conditions of realization of economic activities (which include the use, estimation of conditions and protection of land resources of Belarus) is expedient to consider in two directions which are inseparably interlinked.
In course of the research there was studied the problem of efficiency of land usage in the conditions of the Republic of Belarus. The question of an estimation of land management efficiency was widely concerned in the special literature. However, the common opinion in the decision of the given question was absent. Besides, authors did not consider influence of the radio ecological factor on conditions of a life of the population, production and land usage caused by radioactive pollution of extensive agricultural territories of the Republic of Belarus.
Arable fields make up 60 % of the total area of Hungary; in Europe, this rate is higher only in Denmark. Ecological conditions are favourable but organic matter resources in the soil have been depleted in the past 20 years and draughts threaten production in an increasing area. Animal husbandry - including the keeping of cattle, sheep and pig - has been reduced to its third in the past 20 years. P
In the paper short data on the results of implementation of pilot land consolidation projects in 6 villages of the Republic of Moldova in 2007-2009 are presented. As a result it became possible to accumulate the experience necessary for extension of these works in scales of all country. Simultaneously a number of difficulties and problems have been identified. It will be difficult to realize these works without elimination of them.
In course of the research there were formulated the concepts, content and the main principles of territory organization in conditions of economy globalization. Bio-energetic approaches to its basing were suggested and their essence was shown. Methods of territory organization with the use of these approaches were presented. Indicators of estimation of territory organization variants and formulae for their calculation and developed the algorithm of territory organization were also shown.
