Urban land markets have a profound effect on how well poor households are able to access the jobs, amenities and services offered in the city. But often the way in which this market works frustrates attempts to open up better located living and business opportunities for poorer urban households and communities, despite government policies and programmes intended to address these challenges. The challenge in South Africa is even larger because of worsening poverty and inequality, and the continuing growth of cities through urbanisation.

The project was jointly sponsored by the Public Private Infrastructure Advisory Facility and the World Bank. The contribution by SACN of the material for this document is gratefully acknowledged. A Critical Review

This paper provides an overview of land reform in South Africa from 1994 to 2011, with the focus on the land redistribution. The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

This paper analyses the shifting role of South African farmers, agribusiness and capital elsewhere in the Southern African region and the rest of the continent. It explores recent trends in this expansion, and investigates the interests and agendas shaping such deals, and the ideologies and discourses of legitimation employed in favour of them. While for the past two decades small numbers of South African farmers have moved to Mozambique, Zambia and several other countries, this trend seems to be undergoing both a quantitative and a qualitative shift.

Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. This report argues that the current rise in land grabbing needs to be urgently addressed, and focuses
on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights.

This study analyzes the difficulties a
poor community experienced in accessing peri-urban land in
South Africa. This community, composed largely of laid-off
farm workers, wanted to buy their own farm in a peri-urban
area west of Johannesburg to establish a mixed-use
settlement. The Ethembalethu 250 families started their own
savings scheme to make their dream a reality. Millions of
black South Africans live in the peri-urban areas. However,
