To support crop-rotation systems using rice, wheat, and soybean in paddy fields, we developed a sowing device that can be attached to a rototiller ; the device cuts small ditches on both sides of groups of rows of plants, while tilling to a depth of approximately 5cm, planting seeds, and compressing the soil around the seeds. This device includes a pressurized roller which compacts the soil with sowing, and we examined the effect of this compaction on germination rate after seeding.

However, despite improvement of the framework of land use system, urban sprawl and rural environment destruction is aggravating. Unlike Japan, there is no independent plan for managing farmland and forest in Korea. Local governments' land use plan also excessively focused on urban management. To prevent deteriorating rural amenity, it is desirable to induce more specific guideline for rural land use and development.

Preceding studies demonstrate that there are two important prerequisites that facilitate land rental in agriculture; one is outmigration of farm labor, and the other is the securement of farmers' land rights. This is especially true for the counties and/or regions where the farm sector is overemployed and farmland has yet to be privatized. Considering these empirical findings quite tenable, this paper pays special attention to rural shareholding cooperatives (RSCs) that have been established recently in rural China.
