    Tension and conflict are endemic to any upgrading initiative (including basic infrastructure provision) requiring private land contributions, whether in the form of voluntary donations or compensated land acquisitions. In informal urban contexts, practitioners must first identify well-suited land for public infrastructure, both spatially and with careful consideration for safeguarding claimed rights and preventing conflicts.

    The establishment and development of Special Economic Zones (SEZs) and the Eastern Economic Corridor (EEC) are a central part of the Thai government’s strategy to expand infrastructure and attract foreign investment. These areas have been designated for development pursuant to special legal and regulatory frameworks. SEZs can play a useful role in a country’s economic development strategy. However, in many instances, their establishment results in the dilution of legal protections for human rights and the environment.

    Microfinance programs targeting poor women are considered a ‘prudent’ first step for international financial institutions seeking to rebuild post conflict economies. IFIs continue to visibly support microfinance despite evidence and growing consensus that microfinance neither reduces poverty nor breaks the cycle of domestic violence. In the case of Timor-Leste, a feminist political economy approach reveals how microfinance engendered debt allows for the control, extraction, and accumulation of profits and resources by an elite class and exacerbates gender-based violence.

    In 2007-8, the Cambodian government granted Economic Land Concessions (ELC) to two rubber companies, namely Socfin-KCD and Dak Lak Mondulkiri Aphivath in Bousra commune, Mondulkiri province. Through a comparative approach, the Case study examines the impact of these rubber concessions on local land tenure systems. It examines how each company took into consideration the land claims of affected people and communities, and the effectiveness of the conflict resolution approach.

    This guide aims to help communities develop “interest-based” negotiation skills and understand how to use a range of tools to deal with the power imbalance between them and those trying to take their housing, land and resources. The guide may be useful to communities threatened with eviction as well as communities that are negotiating solutions for evictions already suffered. It encourages communities to develop a negotiation strategy that incorporates advocacy at key points in order to strengthen their position.
