One of the goals of a sustainable environment adopted in the United Nations General Assembly resolution (September 25, 2015) was «to restore degraded lands and strive to achieve a world neutral to land degradation». The problem was identified at the international and European level, but it is also a very pressing problem in Latvia. With regard to the risks of land degradation and their prevention in Latvia, the Law «On Land Management» came into force on January 1, 2015.

The most important international a world-level document defining the policy of protecting land and soil is the UN Convention «On combating desertification/land degradation in countries experiencing drought and/or desertification». Latvia acceded to this Convention in 2002, undertaking to implement it requirements. With the introduction of the Convention, it is necessary to develop a national action program for restriction of land degradation, as well as develop new legislation and a long-term policy.

The article considers the role and importance of the borderline position of the Belarusian-Lithuanian region, which influences the transformation processes of territorial structures. The article discusses the basic concepts of sustainable land use. The analysis of land use in Kazakhstan for sustainable land use in the formation of the economy was carried out, the economic foundations of a balanced land use were defined as well as the ways for their implementation were identified. The analysis of changes in the areas of land of different categories during the period between the years 1991 and 2015 was carried out. It was established that sharply decreased the area of agricultural land, and greatly increased the areas of reserve land, human settlements and woodland.

This Order validates the Instruction for calculation of environmental damages caused to soil as a result of violation of environmental legislation and also in case of emergency situations of technological type and natural disasters. This Instruction shall be applicable to: (a) soil pollution by chemicals; (b) unauthorized waste disposal; and (c) unauthorized (unlawful) artificial covering of soil. It shall not be applicable to radioactive and biological soil pollution. The Instruction establishes calculation formula for soil pollution and methodology for calculation of damages.
