    The report explores the evictions of pastoralists and other conflicts over pastoralists’ land in Tanzania, with focus on the past decade. 


    Although most of these evictions and land based conflicts have been documented, the associated human and legal rights violations have increasingly lead to concern amongst civil society. A study was therefore commissioned to collate the available information as well as to visit affected pastoralist communities to assess the current situation faced by pastoralists in the country.

    The Predicaments of Pastoralists Evicted to Rufiji District

    This fact finding mission had been organised to investigate the challenges facing pastoralists in Rufiji District, the challenges which have been defined as the source of conflict in this district. Although pastoralists had arrived in Rufiji since 1990’s but they officially went there and other places in Coastal and in Lindi Regions after they had been evicted from Ihefu and Kilosa in 2006-9. The Government, through their operation, announced to prepare areas for pastoralists and also to set all necessary and potential services for them to survive In Lindi, Ruvuma and Pwani Regions.

    This report springs from series of field visits.Its aim was, among others, to examine further the extent of human rights violations suffered by pastoralists in Kilombero and Rufiji valley during the evictions.     This fact finding is the fulfilment of PINGO’s Forum daily activities for inquiring the challenges facing pastoralists communities. In this fact finding, we will look at the impact of wildlife conservations in pastoralists areas. The Wildlife sector has become a threat to livestock sectors by which the wildlife sector is grabbing livestock grazing areas in the name of wild life conservation. In this fact finding we will look at the impact of established Randile Wildlife Management Area (RWMA) into the grazing area of Lolkisale village among other five villages forming the WMA.

    The primary aim of this study is to investigate the size of the range lost to other forms of land uses. This will support the argument that it is time to reconsider the pastoralists sector as a legitimate mode of production in the country which, like other sectors, deserve due priority.

    Tanzania is endowed with numerous resources including livestock. It is number three country in Africa in terms of livestock population after Ethiopia and Sudan. Currently, the country (Tanzania) has more than 22 million livestock, of which at least 95% are indigenous animals kept under traditional livelihood model known as indigenous pastoralism. At least 70% of Tanzanians earn their living through agro-pastoralism whereby around 40% of them entirely practices indigenous pastoralism.

    This study is focused on the effects of the eviction process of pastoralists from Mbarali to Lindi Rural and Kilwa Districts in Lindi Region. The study sampled six villages out 15 villages in Lindi Rural and Kilwa districts. The study employed semi-structured interviews and focus group discussions with district, village authorities, host communities and migrating pastoralists in selected villages.

    The conflict for which the research team has taken immediate measures to find its causes and give recommendations for its complete arrest, took place from the 1st-14th July 2004 in the frontiers of Engusero Sambu and Kisangiro villages, in the divisions of Loliondo and Sale, respectively, both of Ngorongoro District. Ngorongoro is the third division in the District. One person was killed and another injured in the subject fighting.
