There is a gap between land tenure and the physical land giving room for impersonation, multiple allocation and sale of plots, loss of possession, land racketeering and fraud through forgery. Hence, the need to identify unambiguously parties involved in land transactions so that the root of title can be traced to ensure tenure security. This paper explores innovative ways of filling the gap with biometric data to secure land transactions.

Inequality is evident in majority of Tanzanians women, youth, children and elderly. It is more prevalence in land markets where rich individuals are favorable to make choices regarding access to land resources. Cameroon is currently witnessing an unprecedented wave of land-based investments, ranging from natural resources exploitation (oil, mining and gas), logging, large infrastructure building, etc. These developments happen in a context of population growth, in an increase in the domestic demand for land. There is a gap between the legislation governing expropriation and compensation in the country, and the variety of customary rules on land and resources. This context of legal pluralism results into endless conflicts opposing communities and the investors, including the State.

Understanding the land market is crucial when analyzing the spatial dynamics of cities. Spatial models, which are widely used to describe the growth of cities, are underdeveloped in Africa, due in part to the lack of urban data and/or the difficulty of collecting it. This paper presents a methodology for collecting analyzing land values in major sub-Saharan African cities. Through two case studies in the cities of Lomé and Yaoundé, it describes the implementation of such a methodology for collecting data on land prices and analyzing variations on an urban scale.
