As part of the Global Programme Responsible Land Policy in Ethiopia, Laos and Uganda, the Responsible Governance of Investments in Land (RGIL) project, co-financed by the European Union (EU), aims to ensure that investments in land are fair, productive and contribute to sustainable land management. A key element of this is strong engagement of private investors in those processes.

With around 7.4 million inhabitants, Laos is relatively sparsely populated. Over 70% of Laotians depend directly or indirectly on agriculture and forestry for their living. To drive forward the country’s development, the Lao Government is investing in agriculture and forestry, mining, and hydropower. Until now, the rural population has derived limited benefit from this practice and is often not familiar with the legal frameworks governing land, nor the relevant institutions and processes that ensure their land rights.

The Global Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and works in Benin, Burkina Faso, Côte d’Ivoire, Ethiopia, Laos, Madagascar, Peru (completed in 2021), Uganda and Paraguay (completed in 2018).

The RGIL project is part of the Global Programme Responsible Land Policy (GPRLP) and is implemented in Ethiopia, Laos and Uganda. RGIL aims to ensure that investments in land are productive, contribute to sustainable land management and respect the rights and needs of local populations, in particular vulnerable groups and women. The project is funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ).

In rural Cambodia indiscriminate, illegitimate and often violent land grabs in the form of Economic Land Concessions (ELCs) have triggered myriad local responses by peasants facing evictions from private and communal lands. Drawing on fieldwork in Kratie and Koh Kong provinces, this chapter looks at the various forms of local resistance to government-sanctioned dispossession and displacement and discusses their effectiveness in bringing about socio-political and institutional change.
